Chapter 8.29 of the Montebello Municipal Code, the Water Conservation and Water Supply Shortage Program, defines 'recycled water' as the reclamation and reuse of non-potable water for beneficial use under Title 22 of the California Code of Regulations. Section 8.29.050 spells out how the chapter treats it: subsection C exempts recycled water use from the chapter's restrictions entirely, except for the day-and-hour watering limits in Section 8.29.060(A), and subsection F lets the city's building department condition a development or redevelopment building permit on the use of recycled water in place of potable water, once recycled water becomes available to that part of the city, for both construction water and permanent irrigation.

The engineering department administers the program under the city engineer, and the water conservation hot line the department maintains takes anonymous reports of suspected violations. Because Chapter 8.29 is a conservation ordinance rather than a plumbing or reuse-permit code, it does not itself set treatment, cross-connection or distribution standards for recycled water; those technical requirements come from the state's Title 22 water recycling criteria and the water purveyor serving the property, not from a separate Montebello ordinance.
