Casa Grande, AZ Water Use Rules: Turf Replacement Rebates (2026)

Casa Grande's landscaping article requires every landscaped area to be finished with a natural topping material, and Municipal Code § 17.52.420 names the acceptable options: turf, groundcover, planting, decomposed granite at a minimum two-inch depth, river run rock, expanded shale, or bark. The section then caps how much of that area may be grass: no more than forty percent of the total irrigated landscape area citywide, and no more than ten percent of the landscapable area once a development's landscaping exceeds ten thousand square feet, pushing larger sites toward the low-water alternatives. Before any natural surface material goes down, the ground must first receive a pre-emergent herbicide application to control weeds.

This turf cap applies to the landscaped areas required of covered development projects under § 17.52.300, including the on-site landscaping Planning and Development requires under § 17.52.480 (ten percent of net site area for most zones, or the greater of ten percent of ground-floor building area or seven percent of net site area in industrial zones) and the street right-of-way strips required by § 17.52.490. Staff reviews compliance as part of the landscape plan submitted with a site plan or building permit application; whatever turf remains must still meet the automatic drip, bubbler, or spray irrigation standard and PVC Schedule 40 piping requirement of § 17.52.440.
