Summary

Inglewood Municipal Code Section 12-23.5 sets special architectural standards for C-1 zoned parcels inside the downtown core, bounded by Florence Avenue, Kelso Street, La Brea Avenue and Locust Street. Buildings there cannot use prominent geodesic-dome, A-frame or mansard rooflines, must keep air conditioning units off street-facing and pedestrian-entry facades, and new construction at intersections needs a ten-foot corner setback with pedestrian-oriented features.

§ 12-23.5. Special Downtown Development Standards. The following provisions are applicable only to C-1 zoned properties that are located within an area bounded by Florence Avenue (south side of street only), Kelso Street (north side of street only), La Brea Avenue (both sides of street) and Locust Street (west side of street only). Where the following regulations conflict with the Downtown Inglewood and Fairview Heights Transit Oriented Development (TOD) Plan, the TOD shall govern.

(1) Roof pitches (lines) that create overly prominent building designs like geodesic domes, A-frames and mansard roofs are prohibited.

(2) Air conditioning units are prohibited from being located on the front façade of a building. They are also prohibited from being located on any other building façade where there is a pedestrian entry.

(3) Building Features at Intersections. At intersections, new buildings shall have features that foster pedestrian movement... New buildings shall provide a minimum ten-foot setback from the adjacent intersection.

Full Breakdown

5, part of the Article 8 C-1 Limited Commercial Zone regulations, applies only within the mapped downtown boundary and yields to the Downtown Inglewood and Fairview Heights Transit Oriented Development (TOD) Plan wherever the two conflict. The rule bans roof lines that create overly prominent building designs like geodesic domes, A-frames and mansard roofs. Air conditioning equipment is barred from any front facade and from any other facade that has a pedestrian entry, pushing mechanical equipment to side or rear walls. New buildings at street corners must include design elements such as building cutoffs or trellis structures that focus visual interest on the intersection, plus a minimum ten-foot setback from the adjacent intersection.

Security retrofits are tightly specified: a proprietor who wants physical security on a street-facing storefront must install laminated glass, a minimum of two one-eighth-inch panes with a six one-hundredths-inch inner layer, or four ten-thousandths-inch security film behind existing windows, or a mall-style roll-up door that stays out of view during business hours; permanent security bars and metal doors are flatly prohibited, and metal gates or scissor-style security grilles need Planning Division sign-off. Awnings and canopies must clear eight feet from the sidewalk grade, project no more than six feet from the building facade, and use a single color or a two-color stripe or motif.

New live-work units built in the C-1 zone must meet Section 12-6's minimum dwelling requirements, provide a five-hundred-square-foot minimum unit size with at least fifty percent devoted to nonresidential use and a minimum two-hundred-fifty-square-foot residential floor area, and add on-site laundry once a site holds more than five dwelling units.

Violations & Fines

Noncompliance with any Chapter 12 zoning standard, including the Section 12-23.5 downtown design rules, is unlawful under Section 12-3, which Section 1-18.1 specifically designates as an infraction rather than a misdemeanor. Penalties escalate under Section 1-18: up to $100 for a first violation, $200 for a second violation of the same ordinance within one year, and $500 for each additional violation within that year.

Frequently Asked Questions

What area of Inglewood does the downtown design standard cover?
Section 12-23.5 applies only to C-1 zoned parcels within the area bounded by Florence Avenue on the south side, Kelso Street on the north side, La Brea Avenue on both sides, and Locust Street on the west side. Outside that mapped downtown core, the standard C-1 zone rules apply instead, and where these standards conflict with the Downtown Inglewood and Fairview Heights TOD Plan, the TOD Plan controls.
Can I install security bars on my downtown storefront?
No. Section 12-23.5(7) flatly prohibits permanent security bars and metal doors on street-facing facades in the downtown C-1 area. Instead, a business may install laminated glass or security film behind the existing windows, or a mall-style roll-up door kept out of view during business hours. Metal gates and scissor-style security grilles that retract into a casing may be approved, but only at the Planning Division's discretion.
Can a new downtown building have a dome or mansard roof?
No. Section 12-23.5(1) prohibits roof pitches that create overly prominent building designs, expressly naming geodesic domes, A-frames and mansard roofs, on any C-1 property inside the downtown boundary. The rule targets rooflines that would clash with the flatter, pedestrian-scaled storefront character the city wants downtown, and it applies to new construction and to facade remodels alike.
What's required to build live-work units downtown?
New live-work units in the C-1 zone must meet Section 12-6's minimum dwelling standards plus Section 12-23.5(9)'s own rules: a five-hundred-square-foot minimum unit size, at least fifty percent of the unit used for nonresidential purposes, a two-hundred-fifty-square-foot minimum residential floor area, and on-site laundry facilities once the site holds more than five dwelling units.
