Title 19 includes a form-based downtown overlay shaping the design, height, and street-frontage character of buildings in the Fremont Street and Symphony Park districts to encourage walkable urbanism.
The Downtown Las Vegas Form-Based Code, part of Title 19 of the Las Vegas Municipal Code, regulates building form rather than just use. Setbacks are minimal so storefronts meet the sidewalk, ground floors require active uses such as retail or restaurants, and parking is generally located behind or above. Height bonuses are available for projects providing public plazas or affordable housing. The code encourages awnings, transparent windows, and pedestrian-scale signage. Big-box and drive-through formats are prohibited within the downtown core to preserve walkability around the Fremont Street Experience.
Site plans not meeting form-based standards are denied at planning review. Built features that diverge from approved elevations require corrective construction or variance, and certificates of occupancy are withheld until compliant.
