Summary
Converting a garage into living space in North Las Vegas requires a conditional or special use permit and proof the neighborhood already supports it: at least three prior legal garage conversions, or three homes never built with a garage, within a 300-foot radius. Converted space can't become a second kitchen or dwelling unit, and the homeowner must replace the lost parking with a new two-car pad.
6.Garage Conversions. Full Breakdown
" The converted space is restricted in use, it "shall not be used to provide the house with a second kitchen or to allow for a second dwelling unit," closing off the accessory-dwelling-unit workaround. In the R-E Ranch Estates and R-EL Ranch Estates Limited districts, conversions are only permitted "with a concurrent application for another garage," meaning the homeowner must build a replacement garage as part of the same approval. Every conversion must also replace the lost parking on-site: "a parking area sufficient for two vehicles off-street parking places with minimum dimensions of eighteen (18) feet in width by twenty (20) feet in length shall be provided," and no vehicle may park on the sidewalk or front yard outside the designated driveway.
20-3, garage conversions require a conditional use permit in most residential and industrial districts (R-E, R-EL, R-1, R-CL, R-2, R-3, R-4, M-1, M-2) and are by-right only within PUD/PID and certain mixed-use districts.
Violations & Fines
A garage conversion built without the required conditional or special use permit, or one that adds a second kitchen, skips the replacement two-car parking pad, or omits a required companion garage in the R-E/R-EL districts, is a Title 17 zoning violation. Section 17.28.200 authorizes the Director to issue a written correction order, and continued noncompliance is a misdemeanor with a fine up to $1,000, up to six months in jail, or both, with each uncorrected day a separate offense.
