Gretna, LA Animal Ordinances: Bird Protection (2026)

Section 8-4(a) draws three sanctuary zones. The Old Garden Park and New Garden Park areas run along boundaries that include Fifth Street, Stumpf Boulevard, the Westbank Expressway, Gretna Boulevard, Lafayette Street, 19th Street, the Belle Chasse Highway and both sides of Evergreen Drive; the Third District area covers the entire section of the city bounded by the third district line at Newton Street, 21st Street, the Heebe Canal and the Westbank Expressway. Inside those zones, § 8-4(b) bars trapping, hunting, shooting, attempting to shoot, or otherwise molesting any bird, wild fowl or wildlife, including squirrels, and bars robbing bird, wild fowl or wildlife nests.

The section carries a narrow public-health carve-out: if starlings or similar birds congregate in numbers that parish health authorities consider a nuisance or a menace to health or property, those authorities may act to eradicate the problem, but only after consulting the Twilight Gardeners Club, following at least three days' actual notice of the time and place of that consultation. Section 8-4(c) in turn tasks the Gardeners Club with providing bird feeders and bird baths and planting trees and shrubbery that provide food for birds, and with encouraging other residents to do the same.
