Nevada Assembly Bill 385 (2013), codified in NRS 202.500, expressly prohibits Nevada local governments including Henderson from enacting or enforcing breed-specific ordinances. Henderson therefore has no breed ban and no breed-based insurance or confinement requirement. Instead, NRS 202.487 and Henderson Municipal Code Title 7 use a breed-neutral dangerous-dog framework: a dog of any breed may be declared dangerous or vicious based on documented behavior such as unprovoked attack, bite causing substantial bodily harm, or a pattern of menacing behavior. Owners of dogs declared dangerous must meet enhanced confinement, leash and muzzle in public, signage, and liability insurance requirements under HMC Title 7. A second declaration or a vicious designation can result in mandatory euthanasia. HOAs in master-planned communities may still restrict breeds within their CCRs as private contracts, and landlords and insurers are not bound by AB 385, so rental and insurance breed restrictions remain common.
