Full Breakdown
The Development Code classifies Animal Grooming as a commercial use alongside boarding, training, and sales. Groomers must comply with HMC Title 7 and NRS 574, keep indoor animal areas enclosed and ventilated with sound and odor barriers, confine animals on-leash or in an enclosure, and provide no exterior housing. Any outdoor activity area must sit at least 50 feet from residential property, run only 8 a.m.-8 p.m., and be screened from streets and neighbors unless the City grants a smaller setback through a Conditional Use Permit. In the CT (resort) district, grooming is allowed only as an accessory use to a resort hotel.
Violations & Fines
Operating outside these use standards is a Development Code violation. Henderson's Community Development Department can deny, condition, or revoke the zoning/business approval and require corrective site changes before the groomer may keep operating.
