Summary

In unincorporated Bonner County, Idaho, cats are covered by the impound and multiple-animal rules of Title 10. An impounded cat can be reclaimed after paying impound fees set by Board resolution, is held three working days if unidentified and five if identified, and an unvaccinated cat needs rabies vaccination proof within thirty days.

These county ordinances apply to unincorporated areas of Bonner County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

A. Any dog or cat impounded for violation of this title may be reclaimed from impound after paying the appropriate fees at any time prior to adoption, and may be taken from the shelter by the owner or any authorized person so long as the person reclaiming the dog pays the person in charge of the shelter or area of impoundment the impound fees in an amount to be determined from time to time by resolution of the board. The owner of any unvaccinated dog or cat shall obtain a rabies vaccination for the dog or cat and provide proof of same to the shelter within thirty (30) days. If proof is not provided as required, a violation of this title shall be deemed to have occurred. B. All unidentified impounded dogs and cats shall be held for a minimum of three (3) working days, after which time they become the property of the shelter. All identified impounded dogs and cats shall be held for five (5) working days after which they become the property of the shelter. A notice of impoundment may be mailed by the shelter to the last known address of an identified owner.

Full Breakdown

Section 10-531 is the cat-specific provision. Any dog or cat impounded for a violation of Title 10 can be reclaimed at any time before adoption by paying the impound fees, in an amount set from time to time by resolution of the Board of County Commissioners. The owner of an unvaccinated cat must obtain a rabies vaccination and give proof to the shelter within thirty days, and missing that proof is deemed a violation of the title. Unidentified impounded cats are held a minimum of three working days, after which they become the property of the shelter. Identified cats are held five working days. The shelter can mail a notice of impoundment to the last known address of an identified owner.

Adoption has its own terms. Under § 10-531 C the shelter can charge an adoption fee and a refundable deposit sufficient to cover the cost of vaccination and alteration. The new owner shows proof of rabies vaccination and alteration within thirty days, or within thirty days of the cat becoming six months of age, and the shelter then refunds the deposit and gives a certificate of compliance.

Cats also count in the multiple-animal rule. More than six adult cats, or a combination of dogs and cats exceeding six, on a parcel brings the owner under § 10-701, and under § 10-120 an adult cat is one more than six months of age. Section 10-712 B requires cats confined in cages to have litter pans and litter material, cleaned and changed as necessary to prevent odor and accumulation of urine and fecal matter, and § 10-712 C says cage confinement should not exceed twelve continuous hours except on veterinary advice, transport or enforced rest.

The leash rule in § 10-311 and the animal nuisance crime in § 10-310 are written for dogs. The humane treatment rules in § 10-410 apply to any animal, including a cat: no cruel treatment, no abandonment, and potable water and food at all times.

Violations & Fines

Any violation of Title 10 is a misdemeanor under § 10-140 with a fine of $300 or six months' imprisonment, or both. Failing to supply rabies vaccination proof for a reclaimed unvaccinated cat within thirty days is deemed a violation under § 10-531 A. Abandoning a cat or leaving it without potable water violates § 10-410 B. The owner of an injured or diseased animal in the department's possession pays treatment and impound costs under § 10-230.

Frequently Asked Questions

How do I get my cat back from the shelter in unincorporated Bonner County?
Section 10-531 A lets you reclaim an impounded cat at any time before adoption by paying the impound fees, an amount set from time to time by resolution of the Board of County Commissioners. If the cat is unvaccinated you also provide proof of a rabies vaccination to the shelter within thirty days.
How long does the shelter hold an impounded cat?
Unidentified impounded cats are held a minimum of three working days. Identified cats are held for five working days. After that period they become the property of the shelter and then can be disposed of or offered for sale in an amount the shelter determines. The shelter can mail a notice of impoundment to an identified owner's last known address.
Is there a limit on how many cats I can keep?
Section 10-701 A deems you to be maintaining multiple animals once you keep more than six adult cats, or more than six adult dogs and cats combined, on a parcel or aggregated parcels. You then follow the chapter 7 standards and cannot create a public nuisance through odor, noise or fecal matter.
What must a cat adopted from the shelter have?
Under § 10-531 C the shelter can charge an adoption fee and a refundable deposit sufficient to cover vaccination and alteration. The new owner submits proof within thirty days, or within thirty days of the cat becoming six months of age, that a rabies vaccination has been obtained and the animal has been altered. The shelter then refunds the deposit and issues a certificate of compliance.
