Louisburg, KS Animal Ordinances: Cat Rules (2026)

Louisburg City Code § 2-101(f) defines "cat" simply as any member of the species felis catus, regardless of sex, and § 2-101(d) defines "at-large" broadly: an animal is at-large when it is outside a fence or enclosure restraining it to a particular premise, or not under the owner's control by leash or lead. The Code even states that an animal tethered to a stationary object within range of a public thoroughfare counts as at-large. Because Chapter 2, Article 2 (Dogs) applies only to dogs, § 2-116 in Article 1, General Provisions, is the operative rule for a wandering cat: it is unlawful for any person to allow any animal or fowl under their control to run at large in the City, and any cat found at large is impounded under § 2-117.

The animal control officer, supervised by the Chief of Police, must attempt to identify the owner and post notice before disposing of an unclaimed cat. Louisburg has no dedicated cat licensing program and no feral-colony or trap-neuter-release ordinance in the Code; the only registration-style rule reaching cat owners is § 2-123, requiring a $100 annual kennel license once a household keeps more than three cats over six months old, more than one litter of kittens, or more than five dogs and cats combined. A kennel license also requires an inspection certificate from the animal control officer and a zoning compliance certificate before it can issue.
