Louisburg, KS Animal Ordinances: Mandatory Spay/Neuter (2026)

Louisburg City Code § 2-301 lets a municipal judge, after a hearing, allow an owner to keep an animal found dangerous only if the owner meets a list of keeping requirements in subsection (f)(3). Subsection (H), Spaying/neutering, requires all owners, keepers or harborers of dangerous animals to spay or neuter the animal within ten days of conviction and to provide proof of sterilization to the animal control officer or a designated City of Louisburg official, at the owner's own expense. Any canine in this category must be sterilized by the time it reaches one hundred twenty days of age.

The same ten-day, owner-expense structure applies to the other registration items in § 2-301: liability insurance of $1,000,000 per incident naming the City as additional insured, two color identification photographs updated every January 31, and a City animal tag with a microchip. Subsection (L), Failure to comply, makes noncompliance with any of these keeping requirements a separate offense and authorizes immediate seizure and impoundment of the animal, on top of the general penalty in § 1-116. The municipal court can also revoke the animal's license upon conviction, forcing its immediate removal from the city or humane disposal.

This is a narrow, conviction-triggered sterilization mandate, not a general spay/neuter law for all pets kept in the city; animals never adjudicated dangerous are not covered by § 2-301.
