Louisburg, KS Animal Ordinances: Pet Limits (2026)

Section 2-123(a) sets Louisburg's numeric pet limit: no person or household may own or harbor more than three dogs six months or older, more than one litter of pups, more than three cats over six months, more than one litter of kittens, or more than a total of five dogs and cats over six months in any combination, without a kennel license from the City Clerk. The same license requirement catches anyone running a commercial breeding, buying, selling, trading, training, or boarding business for cats or dogs.

Getting a license is not automatic: § 2-123(b) requires annual renewal, an inspection certificate from the animal control officer confirming the kennel complies with City and Kansas law, and a certificate from the zoning code enforcement officer confirming no zoning violation. If no protest is filed, the City Clerk can renew an existing kennel license without a fresh inspection. The Governing Body can also suspend or revoke a license after a public hearing under § 2-123(d) if the kennel violates state or local law, becomes a public nuisance, or harms neighbors' health, safety, or peace of mind.

Subsection (c) gives the animal control officer, zoning enforcement officer, or any law enforcement officer standing authority to inspect a licensed kennel at any reasonable time, since applying for the license itself counts as consent to entry. The $100 annual fee under § 2-123(e) is charged in addition to, not instead of, each dog's individual registration fee under § 2-201.
