050 of the Redding Municipal Code declares it a nuisance, and unlawful, for any owner or keeper to allow or permit an animal under their ownership or control to run at large. The only carve-outs are private property exclusively owned or controlled by the animal's owner or keeper, and a designated dog exercise area, meaning a fenced or otherwise enclosed section of a city park that the city council has designated by resolution or ordinance as a place where dogs may be off-leash. Outside those two settings, an animal running loose on a public street, sidewalk or elsewhere violates the section regardless of whether it causes any other harm; the nuisance is the at-large condition itself.
