Victoria requires dog owners to keep dogs on a leash, lead, or confined to the owner's property or a vehicle at all times.

It shall be unlawful for an owner of a dog to fail to keep such animal secured by leash or lead or by physical confinement within the real property limits of its owners, or confined within a motor vehicle. This subsection shall not apply to law enforcement canines when performing law enforcement activities under the direction of a trained handler.

Under Sec. 4-30 of the Victoria Code of Ordinances, it is unlawful for a dog owner to fail to keep the animal secured by leash or lead, or by physical confinement within the property limits of the owner, or confined inside a motor vehicle. The rule doesn't apply to police canines working under a trained handler. Owners must also control any animal to stop it from threatening, chasing, or attacking people, vehicles, or other animals, and to prevent property damage or excessive barking. The Victoria County Animal Shelter impounds dogs found running at large in the city, and enforcement falls under Chapter 4, Article III, Standards for Animal Care.
