Victoria, TX Animal Ordinances: Wildlife Feeding (2026)

City Code Sec. 4-37 prohibits feeding wild animals, stray animals, or feral/community cats, or leaving food accessible to them, on any vacant or undeveloped property, or on property not owned or legally occupied by the person feeding them, including streets and sidewalks. Exceptions cover backyard bird feeders, feeding waterfowl in city parks, Animal Services/police officers on duty, permitted wildlife rehabbers, approved zoos and schools, and food used as bait in an authorized trap-neuter-return program. The ordinance took effect February 17, 2026.
