Wyandotte County, KS Animal Ordinances: Dog Leash Laws (2026)

Sec. 7-215(c)(1) makes it unlawful for an owner, keeper or harborer to permit, suffer or allow any animal to run at large in the city. An animal "runs at large" whenever it is found outside the owner's residence structure and is not effectively physically restrained on a chain or leash, behind a suitable fence, or by another proper method of restraint from which it cannot escape. A. 39-1113 (Sec. 7-215(c)(2)); dogs on official duty for a governmental unit (c)(3); dogs actively participating in or training for obedience trials, provided the handler keeps a leash on their person and the dog under immediate control with its tags available (c)(4); and dogs contained by a properly functioning electronic fence and collar that the Unified Government animal control division has approved in advance (c)(5)-(6).

Electronic-fence dogs must still stay at least ten feet from any public sidewalk or contiguous property line, may never be confined to the front yard by the electronic system, and the fence cannot be used at all once a dog has been declared dangerous under Sec. 7-216. Owners relying on an electronic fence must post visible signage warning the public that a dog is contained that way. Sec. 7-3 lets an officer who finds an animal at large take its tag information and sign a complaint; proof that a dog was running at large plus proof of ownership is prima facie evidence of a violation.
