Kyle, TX Animal Ordinances: Mandatory Spay/Neuter (2026)

Kyle does not mandate spay or neuter for every pet citywide, but it ties sterilization to two specific triggers. First, § 5-85(b) requires anyone seeking a multi-pet owner permit, meaning anyone keeping more than five cats or dogs, to spay or neuter every dog and cat over six months of age before the permit can issue, and each dog over six months must also have at least 150 square feet of outdoor enclosure space. Second, § 5-124(b) requires that a dog or cat impounded at the animal shelter be spayed or neutered as a condition of release: shelter staff implant a microchip if the animal lacks one, the owner pays the microchip and impoundment fee, the owner must arrange the surgery and report a surgery date to the animal control division within seven days of release, the owner pays the veterinarian directly, and the owner must submit the sterilization certificate to animal control within seven days after the surgery.

A related rule at § 5-124(c) applies the same 30-day sterilization deadline, plus the same reporting steps, to a dog or cat impounded by animal control a second time even if it was never taken to the shelter. Because a lifetime city license under § 5-43 is also only available once a dog or cat is spayed or neutered and microchipped, sterilization functions as Kyle's path to a permanent, no-renewal license as well as a permit and release condition.
