Kyle caps the number of cats and dogs a household can keep without a permit at five. Section 5-81 defines a 'multi-pet owner' as a person who keeps or harbors more than five cats or dogs in any combination, and § 5-85(a) makes it unlawful to maintain, harbor, or care for more than five without first obtaining a multi-pet owner permit from the animal control division. Before issuing the permit, an animal control officer inspects the premises to confirm the space lets each animal move freely, that food, water, sanitation, and health standards are met, that the animals do not cause offensive odor or noise audible within 200 feet, and that all animals wear current rabies and city license tags.

The applicant cannot have two or more prior citations for chapter 5 violations, and any animal covered by the permit cannot have been impounded, or held by animal control, two or more times. A permit holder in a residential area must obtain written permission from property owners within a 200-foot radius before the permit can issue. The permit is valid for one year and must be renewed within 30 days of expiration, at the fee set in appendix A. Section 5-85(b) layers a spay/neuter mandate onto the permit process, and the animal control division periodically reinspects permitted premises for continued compliance.
