Kyle, TX Animal Ordinances: Pet Groomer Rules (2026)

Kyle City Code § 5-81 defines a "commercial animal enterprise" to include, among others, animal breeders, kennels, pet shops, riding stables, animal training services, grooming shops, petting zoos and aviaries, so any stand-alone or in-home pet groomer in the City of Kyle falls under that definition. Section 5-82 requires a permit before the enterprise may operate, and the permit runs for one year from issuance; the operator must apply for renewal within 30 days before it expires, with the fee set by the schedule in Appendix A to the Code.

Under § 5-84, an animal control officer must inspect the facility before a permit issues, checking that animals have room to move freely, adequate food and water, sanitary conditions free of parasites and offensive odor or noise, and current rabies vaccination and city license tags. A permit applicant cannot have two or more citations, impoundments, or animal-control surrenders on record. If the grooming shop sits in a residential area, § 5-84(a)(k) also requires written permission from every property owner within a 200-foot radius before the city will issue the permit, and the business must still satisfy Kyle's home-based-business rules.

The Animal Control Division follows standard operating procedures adopted by the chief of police under § 5-84(a)(j) and periodically re-inspects the premises to confirm continuing compliance; a permit can be revoked through a municipal court hearing, with a temporary suspension available if the judge finds it necessary to protect public health or animal safety.
