Lafayette, IN Animal Ordinances: Mandatory Spay/Neuter (2026)

Lafayette's code ties mandatory sterilization to shelter adoption rather than to pet ownership generally. Section 10.08.060(E) provides that a person who wishes to adopt a dog or cat that has been impounded, or is otherwise available for adoption, and that has not been spayed or neutered, must meet the shelter's adoption and sterilization criteria and must first agree in writing to have the animal spayed or neutered at that person's own expense. That sits within the broader disposition scheme of § 10.08.060: an unclaimed impounded animal is held for at least five days, or two days for kittens between two and four months old impounded in groups of two or more under subsection (C), before it becomes available for adoption, and no animal may be used for research or experimentation under § 10.08.070.

Sterilization also appears earlier in the code as a standing condition of a "dangerous animal" or "nuisance animal" agreement, which can require an animal be altered by a licensed veterinarian within thirty days unless a veterinarian certifies the animal cannot be sterilized safely. The Animal Control Fund created at § 10.10.010 is funded partly by impoundment fees collected under § 10.08.050 and may be spent, subject to City Council appropriation, on assisting with spaying and neutering the city's pet population. Enforcement of the adoption agreement rests with the shelter operating under contract with the city, alongside the Lafayette Police Department's Animal Control unit.
