Southaven, MS Animal Ordinances: Pet Groomer Rules (2026)

Southaven regulates pet grooming only through its zoning charts. The row in Chart 4 of Sec. 13-12 reads 'Pet grooming shop without open kennel,' and it carries an S in the C1, C3, C4 and PUD columns. The O, RO, PBP, M1 and M2 columns are blank. The legend printed above the chart reads 'C is conditional use, S is site plan review (site plans may be formal or administrative per city planner),' so a groomer in any of the four districts needs an approved site plan before opening but not a conditional use permit. The word grooming appears once in the whole code as exported, so no separate licensing chapter or grooming standard exists in the Southaven code.

The qualifier 'without open kennel' matters. The code defines a kennel as an establishment where dogs or other pets are boarded for compensation on a commercial scale, so a shop that boards animals overnight is a different use with its own row in Charts 3 and 4.

The districts themselves set the surroundings. Sec. 13-12(f) describes the C-1 neighborhood commercial district as providing retail shopping and personal services to serve adjacent residential areas, and Sec. 13-12(h) describes the C-3 general commercial district as protecting and improving older business districts. Both sections print a maximum permitted floor area ratio of 0.25, and Chart 5 shows 35 in the height column and 85 in the impervious surface column for the C-1 and C-3 rows.

Site plan review is defined in Sec. 13-8(a) as ensuring appropriate site development for the uses listed in Charts 3 and 4. Under Sec. 13-8(b) the plan goes to the planning commission and shows the boundary, utilities, ingress and egress, parking spaces and setbacks, and the footprint and height of the buildings.
