Westfield, IN Animal Ordinances: Pet Groomer Rules (2026)

Westfield does not license pet groomers through a separate ordinance; instead, Section 10-7 of Chapter 10 folds a pet grooming shop into its list of regulated commercial animal establishments alongside kennels, boarding facilities, pet shops and veterinary hospitals. Subsection (a) sets seven operating standards that apply to every listed establishment: it must not constitute a public nuisance, must provide an isolation area to keep sick or diseased animals from healthy ones, must keep animals caged in a secure enclosure with adequate space or under an owner's control at all times, must meet the same care standards as the city's other animal ordinances, must not engage in cruelty, mistreatment or neglect, may not sell un-weaned or diseased animals, and must let the animal control officer inspect the premises at any time.

Subsection (c) requires that, other than a temporary circus, every commercial animal establishment, including a grooming shop, sit at a permanent building and hold a special use permit or other applicable zoning permit, plus a commercial breeding or Hamilton County Sheriff's Office breeder's permit where those apply. Subsection (d) adopts 9 C.F.R. §§ 3.1 through 3.19 as the operating and inspection standard for kennels, with the Hamilton County Sheriff's Office or its designee as the inspecting agency. A violation of any of these standards is punishable by a fine of up to $500.00 per occurrence under subsection (e), and subsection (f) bars puppy mills outright anywhere in the city.
