Section 58-319 targets the trailer itself rather than a specific street list: it is unlawful for the registered owner or for anyone having the care and custody of any vehicle without motive power, commonly called a trailer, to park, suffer, permit or allow it to stand or be parked on any public street in the city unless it is attached to another vehicle having motive power. That reaches boat trailers, camper trailers, utility trailers and any RV trailer without its own engine, wherever it sits on a public street, with no separate distance or time threshold; unhitching a trailer and leaving it curbside, even briefly, violates the section.

Section 58-320 exempts three categories from the whole division: waste collection vehicles on their normal pickup routes, vehicles the city itself operates for utility work or road maintenance, and school buses. The section reaches public streets only. It says nothing about a trailer, RV or boat parked in a private driveway or yard, which the Westfield-Washington Township Unified Development Ordinance governs as a zoning matter, not this chapter. Section 58-321 puts the superintendent of streets in charge of posting any related signage.
