Section 58-291 defines seven categories of abandoned vehicle, incorporating IC 9-9-1.1: a vehicle located on public property illegally; one left on public property continuously without being moved for three days; one obstructing pedestrian or vehicle traffic on a public right-of-way; one remaining on private property without the property owner's consent for more than 48 hours; one missing its engine, transmission or differential, or otherwise partially dismantled or inoperable, left on public property; one impounded at an officer's request and not redeemed within 15 days; and one that is six or more model years old, mechanically inoperable, and left on private property, visible from public property, for more than 30 days.

Under section 58-292, once a Westfield police officer identifies an abandoned vehicle, the officer attaches a notice to remove under IC 9-9-1.1-5, and the police department can order the vehicle removed by its own staff or a contracted towing firm if it is not moved within the notice period. Section 58-293 sets impoundment and cost rules: a vehicle worth less than $100.00, as the officer determines, goes straight to an auto scrap yard, city-paid towing is capped at $30.00, and the bureau of motor vehicles handles sale of impounded vehicles under IC 9-9-1.1.

Section 58-295 treats the six-or-more-model-year, inoperable, 30-day category in subsection 58-291(7) specifically as a nuisance under chapter 34, article II, subjecting it to that chapter's abatement process and penalties, with recoveries deposited to the city's general fund.
