No kennel shall be kept within the city without special permission of the city commission. The term "kennel" means any place of business where dogs or cats, regardless of number, are kept for selling, breeding, boarding or treatment purposes and any premises principally used for residential purposes where more than a total of five dogs and/or cats, four months or older, are kept, harbored or maintained, except a veterinary hospital, office, clinic or treatment center run by a licensed veterinarian, pet beauty parlor or pet shop. This shall not include any humane society or animal protection agency of the county.
