Table 4-2 of the Land Development Code, under § 14-4-5, sets the citywide default: "Uses of land or structures not expressly listed as permitted (P) or conditional (C) uses shall be prohibited." For veterinary clinics, the table marks "P" only in the B-2 (General Commercial), B-3, B-5, HC, BP (Business Park), IB (Industrial), and AI (Airport Industrial) columns; the RPB, AO, CF, HF, UT and OS columns are blank, meaning the use is prohibited there. In the downtown form-based code area governed by chapter 14-5, Table 5-1 narrows the field further, permitting veterinary clinics only in the T5-M and T5-U transect zones and marking them "N" (not permitted) in T1, T3, T4-R, T4-O and T6.

The code also draws a hard line at home occupations. Section 14-6-7.C lists prohibited home occupations and states plainly: "The following uses are not allowed as either standard or extended home occupations in any residential district: ... 2.Kennels and veterinary clinics." That bar applies regardless of practice size or client volume, unlike the ten-percent floor-area and no-employee rules that govern other home businesses.

The definitions section separately clarifies that a "kennel" (an establishment for breeding or overnight boarding of pets) "is not intended to include veterinary clinics or hospitals that provide occasional necessary overnight accommodations for animals undergoing medical procedures," so a clinic boarding patients for treatment isn't automatically reclassified as a kennel.

A property owner who wants a clinic in a district where it isn't listed cannot cure that through a variance: the Board of Adjustment, created under § 14-3-2, hears appeals of the director's zoning determinations but may not grant "a variance to permit a use not permitted in the zoning district."
