Midland, TX Animal Ordinances: Pet Limits (2026)

City Code Section 6-2-11(B) bars keeping any animal within Midland if its presence, through noise, flies, mosquitos, odors, dust, manure or other conditions, creates a health nuisance under Chapter 8-7 of the Code. Section 6-2-12(A)(7) adds a hard numeric limit for smaller species: no more than four guinea pigs, hamsters, rabbits, chickens, ducks or similarly sized animals per premises, not counting unweaned newborns. Together the two sections let the city-county health department and animal control act against households accumulating animals well beyond what neighbors can reasonably tolerate, whether the problem is the raw count or the smell, noise and pest conditions that come with it. Premises keeping animals under either provision must be approved by the health department.
