Neenah Municipal Code § 3-4(b) caps ownership at three pet animals of any one kind older than five months, and six pet animals of all kinds combined, per premises. Section 3-4(d) separately caps non-pet domestic animals, rabbits, gerbils, hamsters, mice, guinea pigs, reptiles and amphibians, at ten total, with no more than three rabbits; aquarium fish and indoor birds are exempt. Owners who exceeded the cap on June 25, 2012 may keep those animals only while every one stays licensed and currently rabies-vaccinated. The cap does not apply to Service Animals, licensed pet shops, kennels, the Humane Society, animal shelter, doggy daycare, rescue facilities, or veterinary clinics.
