§ 1419-05 then sets the development standards: the facility must be situated principally within a fully enclosed structure with mechanical ventilation and continual filtration of exhaust air to control odor, and the structure may have no openings in its walls or roof besides stationary windows or required exits. Under the use tables, a veterinary clinic is a straight 'P' permitted use in every Commercial district (§ 1409-05) and in the ML and MG Manufacturing districts (§ 1413-05), a conditional use in the Urban Mix District (§ 1410-05), and it does not appear at all in the Single-Family or Multi-Family residential use tables, meaning it is neither a permitted nor a conditional use there.

Any clinic whose interior exceeds 5,000 square feet, or whose exterior animal area (a boarding run or exercise yard, for instance) exceeds 2,500 square feet, needs conditional use approval from the Zoning Hearing Examiner. Outdoor exercise areas, yards, pens or storage may only be conditionally approved in the CC-A, CG-A, ML and MG districts, must sit outside any required setback and at least 50 feet from a residential district, and must be screened by a 100 percent opaque, six-foot barrier from any adjacent residential district.
