Shoreline, WA Animal Ordinances: Veterinary Clinic Zoning (2026)

Veterinary clinics and hospitals are an allowed use in the City of Shoreline, but SMC § 20.40.590 conditions that permission on four specific site requirements rather than leaving the use unregulated. Subsection A bars burning refuse or dead animals on site, addressing both fire and odor concerns near residential neighbors. Subsection B requires that any part of the building where animals are kept or treated be constructed to prevent animal noise from reaching adjoining residential zones, a soundproofing standard aimed squarely at barking and other animal noise rather than general commercial noise.

Subsection C requires any outdoor run area to be enclosed by an eight-foot solid wall and surfaced in concrete or other impervious material, containing animals and preventing runoff or waste from leaving the site. Subsection D folds in the City's separate animal-keeping provisions, so a veterinary clinic must also comply with whatever animal-care standards apply elsewhere in the Shoreline Municipal Code, including the King County Code Title 11 animal control provisions Shoreline adopts by reference in Chapter 6 SMC with its own local amendments. These standards apply on top of the zoning use tables in Chapter 20.40 SMC that determine which zoning districts allow a veterinary clinic in the first place, and on top of the general building and construction requirements of Chapter 15.05 SMC for the structure itself.

Planning and Community Development reviews veterinary clinic proposals for compliance with all four subsections as part of permit review, and an operating clinic that violates the noise, wall, burning, or animal-keeping conditions is subject to the Development Code's Code Violation and notice-and-order enforcement in SMC § 20.30.760.
