05(1), explains the district is meant for activities strongly interrelated with agriculture that must be located in agricultural areas, and it acknowledges it may be necessary to locate such uses on land scoring 267-300 points on the county's Land Evaluation and Site Assessment (LESA) system, even though that should be avoided where possible, with A-2 districts generally surrounded by the A-1 District. 05(2) lists animal hospitals and veterinary clinics among the district's principal permitted uses, alongside crop and livestock production, cemeteries, stables, grain elevators, fertilizer and chemical sales, and anhydrous ammonia storage, but subsection (G) carves out its own restriction: the use is barred from exactly the highest-scoring 267-300 LESA parcels that A-2 zoning sometimes reaches.

A veterinary clinic is not on the A-1 Agricultural District's list of permitted uses at all, so a straightforward crop or livestock parcel zoned A-1 is not eligible for that use without rezoning to A-2. 05(8) lets Planning and Development attach conditions addressing odor, dust, smoke, noise, and waste discharge directly on the face of the permit for any A-2 use, including a veterinary clinic.
