020 makes it unlawful to purposely or knowingly feed, bait, or provide access to food for any wild animal or waterfowl within the corporate limits, whether the land is public or private. 010 sweep broadly: WILD ANIMAL covers coyotes, deer, turkeys, feral cats, foxes, raccoons and skunks, and WATERFOWL covers ducks, geese, swans, herons and egrets. Subsection B extends the ban to leaving out refuse, garbage, pet food, forage, salt, seed, birdseed, fruit or grain in a way that attracts wildlife, so an open compost pile or an unsecured trash can counts.

Two narrow carve-outs exist: the ordinance does not touch lawfully kept farm animals, and it does not stop a state Game, Fish and Parks agent or a city officer acting under an approved community deer management plan and special permit. 030, as long as the feeding does not disturb other wildlife, does not attract wild animals to the feeder, and the feed sits where non-songbird wildlife has a hard time reaching it. 040 makes every 24 hours the violation goes unfixed a fresh, separate offense, so a single unremoved deer feeder can generate repeated citations.
