12(1) requires a permit before beginning construction, alteration, repair, improvement, demolition or moving of any building or structure, including mobile homes, plus separate permits for installing a satellite television antenna or a wireless communication tower or equipment facility. 12(2) exception excuses minor repairs, maintenance or alterations valued at $1,000 or less that do not change the occupancy, area, structural strength, fire protection, exits, light or ventilation of the building. 12(3), a penalty that does not cancel any other legal remedy the City has under the Building Code.

The Planning and Building Services Division issues, with each permit, a weather-resistant card that must be posted conspicuously on the front of the building, no more than 15 feet above grade, and remain in place for the entire job; police officers who see unpermitted work underway must report it to the Division. Work must commence within 6 months of a permit's original issue, except permits for new one- and two-family dwelling construction, and once work has started the permit expires by limitation one year after original issue unless renewed.

The Division can revoke a permit at any time it finds the work does not comply with city ordinances or the approved plans and specifications, and no further work may proceed until the permit is reissued.
