Beloit adopts the State Plumbing Code, chapters SPS 381, 382, 384, 386 and 391 of the Wisconsin Administrative Code and Ch. 145, Wis. 04, except that section carves out the state's own penalty provisions, which the city replaces with its own. 06 restricts who may perform plumbing work to a homeowner working on their own occupied single-family residence, a Wisconsin master plumber, a journeyman or registered apprentice working under a master plumber, a licensed sewer or water utility contractor or their employee, or a City utility employee authorized to install service piping or water meters; "plumbing work" excludes minor faucet, valve, pipe or appliance repairs and clearing stoppages in waste or drainage pipes.
