Beloit, WI Building Safety: Electrical Permits (2026)

Chapter 10 adopts the Wisconsin Administrative Code's Safety and Professional Services chapters 305 and 316, plus the National Electrical Code provisions SPS 316 incorporates, as the electrical standard for the City of Beloit (§ 10.01). Section 10.03(1) bars anyone from commencing electrical work until a permit is obtained under Wis. Admin. Code SPS § 316.012(1)(a); permits go only to a state-licensed Electrical Contractor, a person exempt under Wis. Stat. § 101.862(5) or (6), or a homeowner performing work in a house that person owns and occupies as a single-family residence. A homeowner permit requires submitting plans to the Electrical Inspector, satisfying the Inspector of the homeowner's ability to do the work, filing an application, and signing an affidavit that the homeowner will do the work personally and not hire anyone else.

The permit card must stay posted where the public can see it, no more than 15 feet above grade, for the whole job. Under § 10.03(4), an unstarted permit lapses after 6 months, and a permit for work that has begun expires one year from issuance unless renewed. Section 10.04 lets the city double the fee if work starts before a permit issues, and blocks new permits or inspections until any fee arrears are paid. The Electrical Inspector must inspect completed work within 2 business days of notice under § 10.08, and concealing wiring before that inspection is itself a violation.
