Milton, WI Building Safety: Plumbing Permits (2026)

Milton Code of Ordinances Sec. 10-252 bars installing or altering plumbing or drainage of any kind without first securing a permit from the building inspector, except for minor in-building repairs or leakage/stoppage fixes. The application must be on a city form clearly stating the planned work, alterations, and equipment and materials to be used, with later deviations requiring the inspector's approval. Sec. 10-251 requires all plumbing construction, reconstruction, installation and alteration, including drainage and plumbing ventilation, to conform to Wis. Admin. Code chs. SPS 381 through 387, the state plumbing code adopted by the Wisconsin Department of Safety and Professional Services and all its amendments, adopted by reference under Ord.

No. 464, § II, effective June 4, 2019. Sec. 10-253 requires all plumbing work to be done by a plumber licensed by the state's plumbing and fire protection systems section, with a homeowner exception: a property owner may make repairs or installations in a single-family home they own and occupy, provided a permit is obtained and the work complies with the article. Inspection under Sec. 10-254 requires the person doing the work to notify the building inspector before covering it up; the inspector then has 48 hours, excluding weekends and holidays, to inspect.

Finding compliance, the inspector posts notice at the job site; finding noncompliance, the inspector notifies the applicant and owner in writing, and cited violations must be corrected within 30 days. No one may use plumbing or drainage until it is inspected and approved. Sec. 10-255 further requires each building to have an independent sewer connection, made within one year of public sewer becoming available, and Sec. 10-256 sets minimum water service specifications, including a one-inch minimum tube diameter and required meter shutoff valves.
