Section 1303.01(a) bars the construction, erection or alteration of a building, or any addition, equipment or maintenance work covered by the City Building Code, from commencing until proper permits are obtained from the Chief Building Official or a designee. Section 1303.01(b) specifies that plans conforming to the Ohio Administrative Code must be prepared and submitted for approval before a building or addition is constructed or erected, before a building is altered, relocated, or has equipment installed, and before any change in use. Section 1303.01(c) caps every issued permit at twelve months from the date of issuance.

The application process under Section 1303.02 requires the owner or agent to submit triplicate plans and specifications along with square footage calculations, the Ohio Building Code use group, construction classification, and a description of the land, and bars furnishing false information on the application.
