Full Breakdown
04 governs vacant building inspections. The Director of Building and Housing may order an inspection upon the building's first vacant-building registration, on the Responsible Party's request, based on exterior conditions, past inspection results, or at the Director's discretion at any time; the Responsible Party applies on Director-supplied forms, and the inspection produces a written vacant building inspection report covering the exterior of the structure and listing the address, owner/lessee/party in control, authorized use and occupancy, and every known code violation. Under division (d), once that report issues, the Responsible Party must apply for and obtain a certificate of correction, which the Director grants only after all listed violations are fixed; division (e) bars occupying the building at all until that certificate is issued.

Violations & Fines
Section 3106.99 makes any violation of Chapter 3106 punishable by a fine of not less than $200.00 and not more than $1,000.00 per offense, with every day a violation continues counted as a separate offense. Owners or transferors can appeal a Director's order or notice to the Board of Building Standards and Building Appeals within 30 days under § 3106.08, and a timely written appeal suspends enforcement of that notice until the Board rules.
