06 divides building inspections into four types. Under division (a), for existing premises, the Commissioner examines a building before issuing a permit or Certificate of Occupancy for any enlargement, alteration, repair, move, demolition or occupancy change, and separately inspects buildings that have become hazards through deterioration, dilapidation, corrosion or obsolescence to verify continued compliance with maintenance standards and any existing Certificate of Occupancy. Division (b) covers inspection at the site of work: administrative officers inspect buildings and structures from time to time during construction and again upon completion of permitted work, and must make a written record of every examination and of any code violations found.

Division (c) allows inspection at the point of manufacture for materials and assemblies, though the requesting party bears the cost of any inspection made outside city limits. Division (d) states that inspections are made by the Commissioner unless the code directs another officer to make them, and the Commissioner may accept reports from recognized inspection organizations or from registered architects and engineers only if certified in writing and after the Commissioner is satisfied of their qualifications. 00 per story for other structures.
