02(a), no drainage system, plumbing system, water supply system, or part of one may be installed, altered, removed, replaced, or repaired in Cleveland without a permit from the Commissioner of Building and Housing, except "minor repairs" as narrowly defined, repairing an existing fixture, replacing faucets or valves with like parts, clearing stoppages without power equipment, stopping leaks without replacing drainage or vent piping, and relieving frozen pipes. Division (b) extends the permit requirement to any fixture, device, appliance, or water-connected equipment, including air conditioning and water treatment equipment, connected to a plumbing or water supply system.

04 adopts the Ohio Plumbing Code, OAC Chapter 4101:2-51, as the governing technical standard citywide unless the local chapter specifies otherwise. 05(b) needs plans sealed by a registered architect, landscape architect, or professional engineer. All permitted plumbing work must be performed by installers licensed under Chapter 3107. 00 minimum permit fee. 06 makes the property owner responsible for every code violation and lets the Commissioner order immediate correction of unsafe or insanitary conditions; if the owner misses the deadline, the Commissioner can post a "DANGEROUS AND INSANITARY PLUMBING" placard and order the space vacated until the condition is fixed and the placard is authorized for removal in writing.
