Parma, OH Building Safety: Plumbing Permits (2026)

Section 1561.01 sets out the Plumbing Regulations of the City of Parma and requires that permits for house drainage, plumbing and water supply work be obtained from the Building Commissioner by a licensed plumber or sewer builder before the work begins. Section 1561.02 bars anyone from installing, reinstalling, repairing, replacing, resetting, reassembling, moving, altering or converting a plumbing or sewer system unless registered with the Building Commissioner. Registration under Section 1561.03 requires the applicant's business name and address, corporate authorization documents where applicable, a valid State of Ohio plumbing license, and a $25,000 bond approved as to form by the Law Director and as to sufficiency by the Mayor, guaranteeing compliance with the regulations.

Section 1561.04 requires payment of a registration fee under Chapter 185, the General Fee Schedule, before the Commissioner issues a certificate of registration good for the calendar year. Certificates expire December 31 and renew through the Commissioner upon a cleared compliance record and payment of a renewal fee (Section 1561.05). The Commissioner may suspend or revoke a registration for misrepresentation, letting another contractor use the certificate, faulty workmanship, departure from filed plans, or any other noncompliance (Section 1561.06). Separately, Chapter 1565 adopts the Ohio Plumbing Code, Ohio Administrative Code Chapters 4101:3-1 to 4101:3-13 with all Board of Building Standards amendments, under authority of Ohio R.C.

731.231 (Section 1565.01), and applies it to all buildings, structures and occupancies in the City including one, two and three-family dwellings (Section 1565.03). Copies of the adopted code are on file with the Clerk of Council and the County Law Library for public inspection (Section 1565.04).
