(a)Required. ... " The Building Official reviews the application and construction documents under Sec. 050(f) and either rejects the plans in writing with reasons or issues the permit "as soon as practicable" once satisfied the work meets the adopted codes. The section carves out exempt work in Sec. 050(b): one-story detached accessory structures of 120 square feet or less, fences up to seven feet, masonry block walls up to three feet, retaining walls up to four feet unless holding back a surcharge or Class I-IIIA liquids, water tanks up to 5,000 gallons on grade, prefabricated above-ground pools less than 24 inches deep serving a one- or two-family dwelling, playground equipment and tree houses, window awnings projecting no more than 54 inches, and roof-covering replacement of 100 square feet or less within any 12-month period.
Exemption from a permit never authorizes work that otherwise violates the code. A permit application is deemed abandoned 180 days after filing unless pursued in good faith or extended once for up to another 180 days under Sec. 050(g). Once issued, a permit becomes invalid if work is not started within 12 months or is abandoned for 180 days under Sec. 050(l). Fees follow the City of Eastvale Schedule of Fees adopted by council resolution under Sec. 090, and anyone who starts work before obtaining the required permit is charged an investigation fee equal to the permit fee under Sec. 090(d).
