" The current version traces to Ordinance No. 23-05 (adopted January 11, 2023) and was carried forward by Ordinance No. 25-15 (adopted November 12, 2025, effective January 1, 2026), the same ordinance that refreshed the city's entire suite of adopted Title 24 codes for the 2025 edition. A copy of the adopted text is kept on file in the Building and Safety Division and the Office of the City Clerk, where an applicant can review it before submitting plans.

Because green building compliance is folded into the same permit structure that governs every other construction code, Sec. 050 requires an applicant to obtain a building permit before new construction begins, and Sec. 070 requires construction documents sufficient for the Building Official to verify compliance. The Building Official's Sec. 110 inspection list includes an Energy Efficiency Inspection covering envelope insulation R- and U-values, fenestration U-value, duct system R-value, and HVAC and water-heating equipment efficiency, the practical checkpoints where green building compliance is confirmed on site.

Sec. 010(d)(11) describes the Green Building Standards Code as applying "to the planning, design, operation, construction, use, and occupancy of every newly constructed building or structure" statewide, and clarifies it is not meant to substitute for a separate green-building certification program.
