2 of the Hackensack City Code states that no person shall construct, erect, repair or make any alteration to or restoration of any structure or swimming pool without first applying for and securing a building permit from the Construction Official. The same section requires a certificate of occupancy from the Chief Building Inspector before anyone occupies, uses, or changes the occupancy or use of a building or structure, in whole or in part. 3 routes applications for both permits and certificates to the Chief Building Inspector, following the procedures in the City's Building Code, and requires apartment-house plans submitted to the Department of Community Affairs to break down the number of apartments, bedrooms per apartment, percentage of land covered, and total lot square footage.

4, the Chief Building Inspector issues both documents only after determining the building, structure or use is one the Zoning chapter permits, and can direct the Police, Fire or Health Department to inspect the property first. 5 requires written notice describing exactly how it fails to conform, served by certified mail or in person. C. 2 supplies the zoning-side trigger requiring a permit before construction begins.
