City Code section 9-1-1 adopts the Minnesota State Building Code, as adopted by the Commissioner of Labor and Industry under Minnesota Statutes sections 16B.59 to 16B.75, including its amendments, rules, and regulations, with the exception of optional chapters unless the City specifically adopts them; the only optional chapter Lakeville has adopted is the floodproofing regulations in Minnesota Rules chapter 1335, parts 1335.0600 to 1335.1200. Section 9-1-3, Permits And Fees, ties the issuance of building permits and collection of fees to the authorization in Minnesota Statutes section 16B.62, subdivision 1.

Permit fees are assessed under the fee schedule the City Council adopts, and in addition to that local fee, a surcharge fee is collected on every permit for work governed by the code, in accordance with Minnesota Statutes section 16B.70, the state building permit surcharge that funds the state's building codes and standards program. Section 9-1-2 requires that site and construction plans be submitted to and approved by the building official before any building permit issues, and for plumbing work beyond a single-family dwelling, plans must be filed in triplicate.

No construction may proceed except in accordance with the approved plans. Section 9-1-4 backs the whole chapter with a criminal penalty: a violation of the building regulations, including building without the required permit, is a misdemeanor, citing Minnesota Statutes Annotated section 16B.69 as the statutory authority.
