Lakeville, MN Building Safety: Plumbing Permits (2026)

City Code section 9-1-1 adopts the Minnesota State Building Code, as maintained by the commissioner of labor and industry under Minnesota Statutes sections 16B.59 to 16B.75, by reference for Lakeville, with the exception of optional chapters unless the city specifically adopts them; that adoption is what pulls the state plumbing provisions of the building code into force citywide. Section 9-1-2 sets the administrative rules the city layers on top of the state code: a Minnesota certified building official must be appointed to administer it, and before anyone installs a system of plumbing in a building other than a single-family dwelling, complete plumbing plans and specifications, along with any additional information the building official requires, must be submitted in triplicate and approved before construction starts.

No plumbing construction may proceed except in accordance with those approved plans, and the same triplicate-review requirement applies to any alteration or extension of an existing plumbing system, not just new installations. Site and construction plans generally must also be submitted and approved before a building permit issues, and a certificate of occupancy cannot be granted until the inspected work, including plumbing, is signed off by the building official. Section 9-1-4 backs the whole chapter with a criminal penalty: a violation of the adopted code, including the plumbing plan-approval requirement, is a misdemeanor.
