Sec. 14-2 of the Oxnard Code of Ordinances adopts the 2025 California Building Code (CBC) by reference for all construction citywide, and Sec. 14-3(B) creates the Building and Engineering Division of the Community Development Department, headed by the building official, as the local enforcement agency. Sec. 2, to two narrower categories: fences that do not exceed 6 feet in height and concrete or masonry walls not over 3 feet 6 inches, measured from the lowest finished grade to the top of the wall, and retaining walls not over 3 feet in height measured from the bottom of the footing to the top of the wall, unless the wall supports a surcharge or impounds Class I, II or II-A liquids, in which case a permit is required no matter the height.

Everything above those thresholds, and every other category of building, structural, electrical, mechanical or plumbing work, needs a permit before work starts.
