010 charges the building official with enforcing the city's adopted building codes and any codes mandated by the state or federal government. 010 formally adopts the California Building Code, 2022 Edition, Volumes 1 and 2, as published by the International Code Council, making it part of the Redding Municipal Code as though printed in full. Redding also amended several CBC provisions locally: snow loads are set by the building official rather than a fixed table, structures not assigned Seismic Design Category E or F default to Category D, and CBC Appendix O's emergency sleeping cabin standard was replaced with a smaller sixty-four-square-foot minimum for one occupant and one hundred square feet for two occupants.

030 requires all permit, plan-check, code-enforcement, inspection, and publication fees to be paid directly to the city by the applicant, and bars the city from performing any inspection, plan review, or issuing any certificate until those fees are paid. 040.
