Westfield, IN Building Safety: Building Permits (2026)

Sec. 14-31 incorporates "Section 15.04.010 of the city Code of 1990... the Building Code of the City of Westfield, Indiana" by reference as the governing building code, administered by the community development department. Sec. 14-131(2) then sets the actual permit fees that apply once that code requires a permit: $600 plus $.11 per square foot for a single-family, two-family or tri-quad dwelling, $750 plus $.11 per square foot for a multi-family dwelling, $250 plus $.11 per square foot for a residential accessory structure such as a pool or foundation, and $150 plus $.11 per square foot for a residential addition.

Non-residential work is billed at $600 plus $.22 per square foot for new construction, $350 plus $.22 per square foot for a remodel or tenant finish, and $600 plus $.22 per square foot for a commercial addition. Separate line items cover a $110 certificate of occupancy, a $150 demolition or building-relocation permit, and a $350-per-month temporary building or sales trailer permit. The code also prices the consequence of skipping the process: commencing construction without the required permit costs $500 for a residential project and $1,500 for a non-residential one, and occupying a structure before its certificate of occupancy is issued costs $2,500 residential or $5,000 non-residential.

Agricultural buildings with major electrical, plumbing, sewage or water installations are billed at the same $110 plus $.11-per-square-foot rate as those without, so the fee schedule does not exempt farm buildings from the permit requirement.
