Waterloo, IA Building Safety: Carbon Monoxide Detectors (2026)

The City of Waterloo, Iowa adopted the 2015 International Property Maintenance Code as its property maintenance code under City Code § 9-1B-1, then amended it locally at § 9-1B-2 to add Section 403.7, Carbon Monoxide Alarms. The amendment requires an alarm in any dwelling unit that contains a fuel-fired appliance, such as a gas furnace or water heater, or that has an attached garage with an opening communicating with the living space. Alarms must be listed to UL 2034; where a single device also detects smoke, it must meet both UL 2034 and UL 217.

Placement rules put the alarm outside each separate sleeping area, in the immediate vicinity of the bedrooms, and if a fuel-burning appliance sits inside a bedroom or its attached bathroom, a second alarm must go inside that bedroom itself. Waterloo ties this into its rental inspection program: Section 104.2.1 puts rental units and their common areas through a regular inspection every three years, or sooner if the code official finds it necessary, and a passing inspection produces a certificate of compliance under new Section 113.1 that transfers automatically with a change of owner or operator.

That certificate, per Section 113.2, does not certify compliance with the separate fire, building or zoning codes, so a missing CO alarm can still surface at a later inspection. Enforcement runs through the renamed Department of Property Maintenance Inspection, with code enforcement officers, building inspectors, fire inspectors and Waterloo police officers deputized to enforce the article.
